New technological challenges require ethical assessment

European Commission: The European Group on Ethics (EGE) recently published a report on its activities in the period 2005-2010. In this period, significant technological advances have taken place including in nanotechnology, which have significant potential for improving lives of many people and for contributing to sustainable development. They may also lead to new or intensified threats or ethical dilemmas. Europe has more and more grown towards a community of values, which remain interpreted differently in different parts of Europe, contributing to the need for ethical assessment. The EGE has broadened the scope from bioethics to ethics of new and emerging technologies. It has also developed the normative framework used in the reports more based on theories of human rights, and incorporated non-European perspectives.

International Workshop on Nanomedicines

The European Medicines Agency: The European Medicines Agency will hold a workshop to discuss the state-of-the-science of nanomedicines on
26-27 April 2010 at the Agency‘s offices in London.
The aim of this workshop is to bring together regulatory, academic, and industry scientists to share their experiences with the development and use of nanotechnologies in Medicinal Products. The application of nanotechnologies to medicinal science spans over the whole range of medicinal products from disease treatment and prevention to restoration, correction of modification of physiological function or medical diagnoses. Independent views on the main aspects to be considered will be presented at this workshop:

• Experience in evaluating and developing nanomedicines

• Emerging nanotechnology applications in the pharmaceutical area

• Regulatory borderline issues

• Benefit/risk and application of Risk Management principles

• Global outlook on nanomedicines

By fostering the global dimension of the emerging nanomedicines, the Agency expects to further extend the

dialogue opportunities on the requirements and methods considered acceptable for nanomedicines and to support the innovative development.

To express your interest in attending the workshop, please use the attached registration form and send it back to the Agency (martine.vanrooyen@ema.europa.eu) before 15 March 2010.

Please note that approximately 120 places are available for the workshop. Spaces will be allocated on a firstcome-first-serve basis.

Further information can also be obtained from Martine van Rooyen (E-mail: martine.vanrooyen@ema.europa.eu).

Understanding Public Debate on Nanotechnologies: Options for Framing Public Policy

Innovationsgesellschaft.ch: The Governance and Ethics Unit of DG Research has published an overview paper on options for framing public policy on nanotechnologies. The document gives an overview on four current or recently finished research projects in this field (Deepen, Nanocap, Nanoplat and FramingNano). The authors intend to give an insight into the nature of public debate on nanosciences and nanotechnologies, and the ways in which deliberative approaches could lead to better governance of these technologies.

"PLATON" - New promising FP7 European Research Project on Plasmonics and Silicon Photonics launched in January 2010

ICT-Platon.eu: The new research project PLATON is targeting the realization of a fully integrated Terabit per second optical routing system for data networks through merging Plasmonics and Silicon Photonics. All consortium partners have gathered for the kick off meeting in Dijon for the first time and discussed their joint activities within the new project.
PLATON aims to be the first project that will realize Terabit per second optical routing fabrics for optical interconnects in backplanes and Blade Servers adopting Plasmonics as its disruptive technological vehicle. Plasmonics is an emerging research discipline that deals with the demonstration of entirely new classes of devices based on surface plasmon waves. Surface plasmon waves were first observed in the 1980‘s, with light waves traveling at the interface between a metal and a dielectric and inducing a resonant interaction between the waves and the free electrons at the surface of the metal.

Italian nanobioethics debate drowned by confrontation secularists and catholics

ObservatoryNano: Current issues in nanobioethics - Interview with Prof. Dr. Luca Marini, Italy
Even though there has been a public and stakeholder debate on nanobioethics in Italy for several years, this discussion is not very visible on an international level. In this interview, Professor Luca Marini gives some insight in the characteristics of the Italian nanobioethics-scene, and in the key issues to resolve. He is a key organiser of this debate. In 2002, Professor Marini took the initiative for a working group of the Italian National Bioethics Committee on nanosciences and nanotechnology. This group produced an opinion on ethical aspects of nanotechnology in 2006. As president of Center for Biojuridical Studies "ECSEL", Professor Marini has promoted, organised and realized several events discussing ethics of nanotechnology, converging technologies and other new technologies.
Under the header of Nanobioethics, ObservatoryNano aims to highlight technological and economic trends in nanotechnology for health, medical, biotechnological and agrifood applications with potential ethical and social implications. Simultaneously, current debates on relevant issues in nanobioethics among ethicists and social scientists, policy making circles and stakeholders are analysed and confronted with the issues emerging from the technical and economic trends. This way, emerging issues not discussed sufficiently can be identified and brought to the attention of policy makers in the second annual report on nanobio ethics to be published online in the spring of 2010. The series of interviews with opinion leaders is intended to be a compilation of different views on the relevant issues currently in debate from different perspectives of social scientists, ethicists, natural scientists, and stakeholders from industry and civil society.

How to operate a scanning probe microscope on board a space laboratory or planet exploration rover? - Scientists suggested an approach for remote control of a scanning probe microscope in space.

Institute of Physical Problems, Russian Federation: When using a scanning probe microscope (SPM), for instance on board of a near-Earth station or a planet exploration rover, a number of control-related tasks should be solved. A method is required to exclude the operator from the measurement process that would make the microscope operation completely autonomous.

Nano in the Dutch Parliament

Pieter van Broekhuizen, IVAM, NanoCAP: In March 2009 the Social Economic Council of the Netherlands advised the minister on safe working with nanoparticles: Advisory report 09/01 - Nanoparticles in the Workplace: Health and Safety Precautions. The three ministers of Social Affairs, Environmental Affairs and Economical Affairs did give their reactions to this advice, consequently leading to an intense discussion in the Dutch Parliament. This resulted in several motions in the Parliament of which the following three motion were accepted by a majority of the Parliament:
-	Motion on a notification obligation
-	Motion on nano reference values
-	Motion of speeding up of risk research
Now the Dutch Government will have to come up with a practical elaboration of these motions.
