TURKEY Goverment Initiatives
Small and Medium Industry Development Organization (KOSGEB)
KOSGEB is the most important and efficient organisation in supporting growth and development of SMEs in Turkey. It is a non-profit, semi-autonomous organisation. KOSGEB's Board consists of more than forty members from the Government of Turkey and half of them are from the private sector representative organisations. The primary objective of KOSGEB is to improve SMEs share and efficiency in the Turkish economy and enhance their competitive capacity. KOSGEB aims at developing SMEs' technological skills, improving their training and information level, providing appropriate financial mechanisms, and improving their managerial infrastructure.

Turkish Technology Development Foundation (TTGV)
TTGV was established in order to raise the industrial sector's awareness of R&D and to support technology development projects of the Turkish Industry through the funds provided by under secreteriat of treasury from the resources of the world bank. TTGV is an independent non-profit organisation established jointly by the private and public sectors. It has a national mission of fostering the continuous and effective technology development activities of companies in the industrial sector. It support industrial companies through technnology development projects.
Turkish Foundation for Small and Medium Business (TOSYÖV)
TOSYÖY was founded in Ankara on February 21, 1989 for the purpose of providing support and service to more than 200,000 SMEs in Turkey. The Foundation considers operations with SMEs where the staff number is between 5 and 200. The aims of TOSYÖV are to provide
a healthy infrastructure, an equitable incentive system, adequate financial resources, appropriate investment opportunities, suitable equipment with advanced technology (tools, materials, apparatus), training and education.
Technology Development Regions (Technoparks)
The Law of Technology Development Regions was approved in 2001 by the Turkish parliament. This Law promoted the establishment of science and research parks, with universities as initiators, and a number of incentives, such as tax exemptions. Konya Selçuk University Technology Development RegionInnovation Relay Centre (IRC)-Anatolia
The IRC-Anatolia was Turkey’s first Innovation Relay Centre, and is a consortium formed by METU Teknopark (the coordinator), a private company managing Turkey’s biggest science park, Small and Medium Industry Development Organisation (KOSGEB), a semi government organization, and the Ankara Chamber of Industry (ASO). This Consortium undertakes to build and develop an organisational infrastructure, IRC Anatolia, for promoting the transfer of research results and technologies, in accordance with the needs expressed by the industrial structure of Southeast, Middle, and East Anatolia regions in Turkey, in order to improve its competitiveness through innovation.
Regulatory and Legislative Agencies
Turkish Standard Institution (TSE)
TSE was established by law 132 (dated 18.11.60), for the purpose of preparing standards for every kind of item and product together with procedure and service. The Institute is responsible to the Prime Ministry. The Institute is a public organisation which is conducted according to the special rules of law and has a juristic personality. Its abbreviation and trademark is TSE, which can only be used to describe standards approved by TSE.

KOBI-NET (Small and Medium Information Network) and E-Commerce Services.
KOSGEB Euro Info Correspondence Centre (EICC) has established KOBI-NET (Small and Medium Enterprises Network), using internet infrastructure in Turkey in order to expand its services and geographic area, and access more wide spread SMEs in the country. Information services, advice and assistance services are provided for the business cooperation services of SMEs by Information Providers. There are 20 institutions functioning as information providers.

Forum Fairs and Promotions Co. Inc.
Forum Fairs and Promotions Co. Inc. was established in 1993, to give industrialists, especially SMEs exposure to foreign countries. Among its partners are KOSGEB, and the Turkish Union of Chambers and Stock Exchanges (TOBB).
